A fractional chief operating officer turns business priorities into coordinated execution on a part-time basis. The role may span delivery, internal processes, management routines and team accountability. It should have a clear operating remit; otherwise the executive can become another person making recommendations that nobody is responsible for carrying out.
Start with the work that repeatedly returns to the founder. Examples include resolving cross-team dependencies, allocating capacity, handling delivery exceptions or deciding which projects take priority. These recurring decisions help define the COO role more accurately than a broad request to “improve operations.”
Founder dependence. Document decisions, delegate authority and establish a management cadence so routine execution does not require the owner’s approval.
Growth pressure. Review capacity, staffing, systems and handoffs before adding more demand. A COO should show how the business will fulfill what it sells.
Inconsistent delivery. Identify the points where work waits, quality varies or responsibilities are unclear. Improvement should be visible in operational measures, not only in a process diagram.
Integration or transition. Align teams and operating practices after a change in ownership or organization. The assignment may require concentrated on-site attention rather than a light advisory schedule.
A practical first phase maps the current operating system, establishes a baseline and identifies a limited set of changes. Useful outputs include a decision-rights map, clear ownership of recurring work, a meeting rhythm and a prioritized implementation plan. Avoid asking the new COO to rebuild every process simultaneously.
Agree which measures reflect your business: delivery cycle time, rework, utilization, backlog age or customer handoff quality may be relevant. No single metric works for every operating model. Review outcomes alongside effects on staff and customers so local efficiency does not create a problem elsewhere.
ScaleUpExec describes COOs embedded in the management structure. Uplift Operations publishes an executive service for professional services firms. Obsidian Axis Group describes a defined-term systems installation and handoff model. Their scopes illustrate why the title alone is insufficient.
A consultant can be appropriate for diagnosing a process or designing a specific improvement. A fractional COO is more relevant when someone must lead the implementation, manage dependencies and make recurring decisions. Some providers combine these functions. Read COO versus operations consultant before deciding which responsibility you need to buy.
Identify direct reports, budget authority and decisions reserved for the CEO. Ask how the executive handles disagreements between department heads and how priorities change when capacity is limited. Confirm time on-site, access between meetings and whether supporting implementation staff are included.
The engagement should leave durable ownership within the company. Ask who maintains procedures and dashboards after the COO leaves, what training managers receive and how the exit is staged. A documented process that nobody owns will deteriorate quickly. Use our fractional COO guide to prepare a focused operating brief.
